Job Description

Full-time/permanent position working for an Independent Living Center (ILC), whose mission is to empower individuals with disabilities to have choice and control of their lives. Candidates applying for this position should expect to perform a full range of advocacy, facilitate opportunities for consumers and the community to develop and use the skills and tools needed to address barriers that affect systems change throughout our 6 county areas. This position is responsible for helping to develop and implement a yearly advocacy plan for DRAIL. Community Organizing Advocate will provide support to consumers, community members, and people with disabilities to develop a network for information exchange at the local, state, and federal level that is related to this mission and will be expected to demonstrate appropriate office-related computer skills.
This position requires having the ability to communicate with local, state and national legislatures and the community in an effective, polite and professional manner with individuals of various cognitive and communication abilities, as well as having the ability to maintain good judgment, discretion, and confidentiality.

Qualifications

Education and Experience:

  • A.A. or A.S. degree in political science, human services, communication or related field and significant experience with disability issues. OR: Two years working in field of work which promotes independence for a person with a variety of disabilities and significant experience with disability issues.  
  • Up to two years’ experience may be substituted for education on a year-to-year basis.
  • Knowledge and understanding the concepts of the Independent Living philosophy.
  • Self-motivated with good verbal, written, and organizational skills.
  • Experience working with people with disabilities is strongly desirable.

Knowledge of/Ability to:

  • General office practices and procedures.
  • Understanding of the concepts and philosophy of Independent Living. 
  • The ability to exercise initiative, ingenuity, and sound judgment in workload coordination.
  • Internet research and knowledge of programs and services available to persons with disabilities.
  • Methods of data collection.
  • Working with people with disabilities and disability related issues.
  • Understanding the concept of the Independent Living philosophy and working knowledge of Civil Rights.
  • Basic computer skills, operation of fax, copy, and TDD.
  • Analyze proposed legislative actions that will affect persons with disabilities and to make recommendations at the local, state, and National level to either implement or restructure.
  • Carry out the goals and objectives of the State Systems Change plan.
  • Create and present presentations in a training and or public setting to the general public, consumer’s, agency wide staff, and or to local, state, and National level legislative representatives.
  • Read and understand rules, policies and procedures.
  • Communicate effectively, both orally and in writing and communicate politely and in a professional manner with callers, visitors, consumers and staff.
  • Determine consumer advocacy needs.
  • Arrange necessary transportation that must be maintained throughout employment and work as a team member on a variety of levels including local groups, staff and statewide networks.
  • Use good judgment, discretion, and maintain confidentiality.
  • Initiate projects and work with a minimum of supervision.
  • Act as effective group leader and maintain good working relationship with staff and community representatives
  • Monitor month-to-month achievements of program goals and objectives
  • Attend training, workshops, and conferences as may be applicable to the position's duties and responsibilities.
  • Complete all paperwork and reports as required by agency and grantors in a timely manner
  • Works positively with DRAIL employees.
  • Familiarity with ADA issues regarding access, employment, housing, etc. both at the Federal & State levels. (i.e. Title 24, ADAAG).
  • Any other duties as assigned by the Center Coordinator/or Executive Director. 
  • Monthly travel to the Stockton and Sonora office to perform the essential duties of the Community Organizing Advocate in the San Joaquin and Motherlode Counties.

Physical Standards:

  • Ability to work well under pressure.
  • Mobility: ability to sit for long periods, move about an office, stand occasionally, and reach above and below desk level.
  • Minimal lifting. Typically 15-20 lbs.
  • Visual Requirements: close vision sufficient to read files, documents, and computer screens and do close-up work; ability to adjust focus frequently.
  • Hearing/Talking: ability to communicate with people with disabilities.
  • Interpersonal Skills: ability to make decisions and concentrate; frequent contact with others including public contact; frequent deadlines and time-limited assignments.
  • Must be able to travel and have a current California Driver’s License and Automobile Insurance.

Additional Skills Desirable But Not Required:

  • Spanish/English Bilingual with correct Spanish usage, including spelling, grammar, punctuation, and vocabulary.
  • Grant writing experience.
  • American Sign Language (ASL).
